2009 Washington FREE E-Cycle Collectors

In 2006, the Washington Environmental Council helped lead a coalition to pass the most comprehensive electronics recycling law in the nation.
In January, Washington State residents can recycle computers, monitors, laptops and TVs through over 200 registered collectors for FREE. The collector network includes Value Village Shops, Goodwill, the Salvation Army, St. Vincent de Paul, and County recycling and waste transfer stations. Fifty to sixty percent of the sites will be through nonprofit agencies with retail outlets.
"E-Cycle will help Goodwill fulfill its mission of providing money for job training and programs while simultaneously giving residents an ongoing location for responsibly disposing of some electronics. That adds up to more than 13,000 tons of electronic equipment that otherwise would end up in landfills.

State E-Waste Laws and Bills Considered for 2008 (Electronics TakeBack Coalition)

There are now 17 states with similar programs; the National Center for Electronics Recycling tracks such laws. It estimates that just under 50 percent of the US population is now covered by such measures. (TMC Green Blog)

Collection sites, transporters of the goods and recycling processors will be paid by the pound at a rate based on typical recycling costs to them.

"It is an exciting day," said Sego Jackson, a principal planner for Snohomish County who helped shape the statewide program called E-Cycle Washington. "It's a system that is flipped on its head."

January 2009 Collection Summary for E-Cycle Washington

The E-Cycle Washington program’s first month of collection and recycling has been completed. Despite some extreme weather conditions and the fact that the program is new and the public is not yet fully aware of it, the volume of electronic products collected for recycling in January exceeded expectations.



The 200+ E-Cycle Washington collectors reported an estimated 3.3 million pounds of TVs, computers and monitors collected for recycling in January 2009.…

According to a study by the U.S. Geological Survey, one metric ton of e-waste from computers contains more gold than that recovered from 17 tons of gold ore.

The U.S. EPA estimates that recycling 1 million computers prevents the release of greenhouse gases equivalent to the annual emissions of over 17,000 cars.


According to the U.S. EPA, 40 percent of lead and 70 percent of other toxics found in landfills – including mercury, cadmium and polybrominated flame retardants - are from electronics.

More than 20 million personal computers in the US became obsolete in 1998.

Only 8% of computers are recycled.

1.5 million computers enter waste streams annually.

In 2007, as many as 500 million computers were disposed of in landfills.

Dumping 500 million computers into landfills amounts to the introduction of more than 1.2 billion pounds of lead, 2 million pounds of cadmium and 400,000 pounds of mercury into the waste streams and water supply.

By 2009, most people will discard their computers for newer models within two years of purchasing them.

TOXIC SUBSTANCES IN ELECTRONICS

Lead: Found in cathode-ray tubes, or picture tubes, in older TVs and computer monitors, as well as in lead-tin solders in circuit boards in all electronics equipment including computers, cellphones, electronic toys, etc. Lead can delay or damage neurological development in children. Can leach from landfills or contaminate drinking-water supplies.

Mercury: Found in lamps that light up laptop screens, most flat-panel TVs, cameras. Also in some older batteries and switches. Can cause brain damage.

Brominated flame retardants: Found in plastic housings of PCs, monitors and TVs, in circuit boards and other plastics and resins. May cause liver and thyroid toxicity. Can be released into the environment when computer parts are heated or shredded.

Cadmium: Found in nickel-cadmium batteries, a phosphor in older TVs. Human carcinogen. May be released by heat and incineration.

Beryllium: Found in finger connectors on circuit boards, such as motherboards and in cellphones. Probable human carcinogen.
